Some concepts 351-41-xx and 351-42-xx have notes like this one:

This entry was numbered 351-21-04 in IEC 60050-351:2006.

To me it looks like supersession information, but these concepts don't have any supersession information in their REPLACES column. Clarification needed, @ronaldtse.
