OpenTelemetry exporters fail silently by design. Applications may run into the usual issues with making a request (e.g. authentication issues). Or the applications may not have the exporter configured properly.

A doc to troubleshoot these kinds of issues with the export will help customers adopt these telemetry tools.

The doc essentially will say: "turn on logging, and see what it says"
