Controlled policy deployment

Design a workflow that lets user customize policy deployment option such as "which policy to deploy first", "deploy only defined policies" etc.

Why

The current deploy command is designed to deploy single policy file to Teleport. This can be tedious if there are multiple policy files to be deployed at once and would break if a policy depends on other existing policy.
