Move highway=services to landcover layer #764

The rendering of highway=services should be moved to the landcover layer. If not, it hides smaller landcover like amenity=parking, which is undesirable.

@mkoniecz commented on tagging that 'The issue with services seems to be already noticed and fixed - see #730', but #730 does not in fact fix this issue.

I believe there is a similar issue with highway=pedestrian wit https://www.openstreetmap.org/relation/1682248#map=19/47.37788/8.54012 the pedestrian arreaa is in/beneath the station building.

@simonpoole That's a different issue, see #688, and in that case it's less clear if rearranging the ordering helps in all cases.

@mkoniecz was in fact right, #743 did fix this.
