The new "pool mode" context has the pool CPID's hardcoded in the wallet for the Fern release. We need to convert this to a contract based system to allow pool operators to register a pool in the blockchain for this purpose. This issue is a tracker for that.
Refer to #1775. This will have to be done in the next mandatory, since it would involve a new contract type.
