This PR adds the recovery of the minimum calculated fee computed when the MRC was originally submitted and staked in the claim, which enables the reporting of fee boosting statistics. It also adds the capability by default to only report on the CPID that is currently associated with the wallet, an alternate specified CPID, or all if "*" is used as the CPID parameter.
