Campaigns are able to edit their own contributions after submitting, but they shouldn't be

The City is able to edit contributions and expenditures after campaigns submit them. by using the "turn on edit mode" button:

That is how it should be.

However, I am told that campaigns are also able to edit contributions or expenditures after submitting them. They shouldn't. The only thing they should be able to do after submitting a contributions or expenditure is attach a file down in the reply section at the bottom.

Can we just take away their "turn on edit mode" button from campaign accounts but keep it for the City accounts?
