Grub config's not present

When i boot from the partition the grub config is present in the disks/boot/grub folder, its just empty, so i get in the grub prompt
OS Build is 19045.2846 with Xubuntu 22.04.2 ISO, i have tried the normal iso but no luck

The disks/boot/grub folder is always empty if you use the default Wubiuefi installation. So it is not the reason for a GRUB prompt.

For first boot Wubi uses the config in /ubuntu/install/boot/grub/grub.cfg

If Ubuntu is installed on Wubi disk, it uses /boot/grub/grub.cfg within /ubuntu/disks/root.disk.. It is not /ubuntu/disks/boot/grub/grub.cfg.
