When I click on fix issue it tells me

I tried doing it online, but it seems like I have to pay a lot of money to do so? Or am I just doing it wrong completely?

Did you add your Apple ID to Xcode ?

I did, I just don't know how to add a device in members center

Just login to your apple id on Xcode and then it should fixes all theses issues by itself. You should see a button: Fix issues that does the work for you:
