National maturity scale needed

During data compilation work of BWKBALTPEL the need to have "national maturity scale" and "national maturity stage" in RDBES was noticed.

Codes for these could be added to //vocab.ices.dk/?ref=1625. Example:

"NationalMaturityScale"

• Description: National maturity scale

"NationalMaturityStage"

• Description: National maturity stage

The Core Group think it is okay to add the two codes; NationalMaturityScale and NationalMaturityStage to the code list. But two new code types (with the same names NationalMaturityScale and NationalMaturityStage) with all national Maturity Scale codes and all National Maturity Stage codes with descriptions, so the codes are defined (but the codes and code types will not be used for checking data as it is right now).
