For an input XML like below the old xml2rfc version generated a paragraph titled "URIs" in the References section of the output document. This paragraph would contain the footnotes for respective footnote marks in the main document body. The new version doesn't produce this paragraph any more, although it produces the footnote marks same well.

The problem is, some of the meaningful document information is lost here, not just misformatted.

Fixed in 2e309bc

We now put an URIs section into the references if it is needed for text based outputs. There are no changes in the html outputs.
