Use bib.ietf.org compatibility API as the default network location for citations.

When using the add-xinclude option (e.g., xml2rfc --v2v3 --add-xinclude), it seems the URLs that are inserted should change from xml2rfc.ietf.org to to bib.ietf.org. For example:
OLD:
<xi:include href="https://xml2rfc.ietf.org/public/rfc/bibxml/reference.RFC.7880.xml"/>
NEW:
<xi:include href="https://bib.ietf.org/public/rfc/bibxml/reference.RFC.7880.xml"/>
