IdsColorPicker: Positioning issues in modals

Describe the bug
There are several positioning issues when an IdsColorPicker is inside a modal. Happens in both IdsModal and the JQuery/Angular modal.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://stackblitz.com/edit/ids-enterprise-wc-140-gnfz25?file=index.html
2. Click "Trigger a Modal"
3. Notice the scrollbars
4. Open the color picker and notice the positioning of the popup (it's contained within the modal rather than floating on top of it)
5. Hover the colors and notice the positioning of the tooltip

Expected behavior
Should be positioned correctly
