defaultNewAcl of system.config is incomplete #316

When setting up a new dev server, the default acl for object and file are missing. Example:

    "defaultNewAcl": {
      "owner": "system.user.admin",
      "ownerGroup": "system.group.administrator",
      "state": 1636
    }

Not sure if this is a dev server issue or js-controller
