jupyternotebook 6.4.1 cannot specify working path and doesn't show ports correctly #7125

Description

Reproduce

The 8888 port on server is occupied by other user.
1.I cannot apply --notebook-dir to a specified path. The working path depends on where I start jupyternotebook.

It should be in the "./DeepCrazyhouse/src", but it is in the "~/CrazyAra" folder.
2. If I use it with 8888. I cannot access to jupyternotebook with my local PC. When I start jupyternotebook with 8810 I can access to it in browser although it shows in console I use "8888"

Expected behavior

  1. I can specify working path.
  2. I can see what port I really use.
