Publish the KEDA dashboard to Grafana Labs

Hi! First of all, thank you for your awesome work on the project!
Do you have any plans to publish the dashboard on Grafana Labs?

Use-Case

It will be much easier to install the dashboard by id instead of downloading and importing the JSON file.

Is this a feature you are interested in implementing yourself?

Oh, I did not know you could do that - Do you happen to know what the steps are to be taken to do this? Or have any docs on it?

If we make it that mature, we might want to carve it out to a dedicated GitHub repo with its own versioning.

I can't find any docs about it. But it will look like this:

• Create an account and log in to Grafana.com
• Upload your dashboard on the Dashboards section
• Configure the dashboard details and send it to review

I created kedacore/charts#460 but we won't be implementing this ourselves for now, so feel free to contribute it @rafilkmp3 .
