cargo upgrade fails to "get new version"

Although parse-hyperlinks-html is correctly published, I can not upgrade it. The whole workflow to upgrade dependencies in tp-note fails since.

$ cargo update
    Updating crates.io index
$ cargo upgrade
    Updating 'https://github.com/rust-lang/crates.io-index' index
Command failed due to unhandled error: Failed to get new version

Caused by: The crate `parse-hyperlinks-html` could not be found in registry index.

Just tried this and couldn't reproduce this on master

Without further updates, going to go ahead and close this.
