fresh installation of this website is not showing correctly.

Try running (and configuring) easyweathersetup.php and saving, then load the index.php page.

I've seen that odd layout issue a couple of times. I just checked with my master distribution and it worked as expected.

I had this too. Resolved itself when the setup process was completed and the page refreshed.
