Customize helm release name

It makes sense to release helm charts independently of the driver but helm chart-releaser defaults to names like aws-ebs-csi-driver-0.6.2 https://github.com/kubernetes-sigs/aws-ebs-csi-driver/releases/tag/aws-ebs-csi-driver-0.6.2 which can be a bit confusing sincse the version "0.6.2" is referring to the chart version and it looks like the release went backward.

I am going to rename this release (to "chart-0.6.2") but future releases we csan take advantage of config input to customize the release name
