For QSS testing, add mixing volume to economizer #3894

This issue is to add a mixing volume to the economizer for testing with QSS.
This is to see if fast transients near zero flow that may come from the stream regularization are avoided by introducing a mixing volume.

The basis for the code change is the master, commit 05e02f3, and the new development branch is issue3894_economizerMixingVolume.
