lnd c-lightning restore incompatibility #4519

c-lightning sends lnd htlcs with out of order id's when restoring. This makes the channel unusable as lnd doesn't know what to do. c-lightning tracking issue: ElementsProject/lightning#3920

Adding this issue to track that issue.
