We should document the permissions we set via Terraform in a human-readable format here or in a Google Doc or on the website or wherever.

Very nice idea! One step towards more transparency! I'd say this is something we can put on the website. Maybe we can generate a JSON with all the necessary information and commit this file every build. The website can pull that json and renders it.
