Decide how to address open PRs/branches in mapbox-gl-native

We have a number of open PRs & branches in mapbox-gl-native. We need to decide:

• Which PRs need to merge before we copy platform files. i.e. before merging Integrate gl-native as submodule #12
  • [ios] Add a flag to pause network requests. mapbox-gl-native#15650
  • Add iOS bindings for cluster properties mapbox-gl-native#15515
• Which PRs will need to be re-created in this repo later
• Which PRs are stale and can be closed.
