Wrong changelog entry for deactivation change in 1.53.0rc1

The changelog says:

Remove account data (including client config, push rules and ignored users) upon user deactivation. (#11655)

This was because the PR was meant to be batched with #11621 and others, but it missed the cut-off for 1.52.0. We should reword the entry before we release 1.53.0 proper.

Marking as a release blocker so we don't forget, but can be done as part of the release process.
