The YUI module 'moodle-core-formchangechecker' has been deprecated, it's being used on one file by mod_customcert

Hi team, the YUI module 'moodle-core-formchangechecker' has been deprecated and replaced with 'core_form/changechecker'. You can find more about this on MDL-69918 which affects Moodle 4.0. The Pull Request on that ticket has example of how to fix this deprecation.

There is one usage of the deprecated YUI module on mod_customcert:

• 'mod/customcert/amd/src/rearrange-area.js' on lines 55 and 80, or https://github.com/mdjnelson/moodle-mod_customcert/blob/MOODLE_311_STABLE/amd/src/rearrange-area.js#L55 and https://github.com/mdjnelson/moodle-mod_customcert/blob/MOODLE_311_STABLE/amd/src/rearrange-area.js#L80

I count these two instances as one usage, because they work together.
