Description of the new feature / enhancement

I just found this repo and conveniently it's under MIT License, it can both resolve a few issue of PowerToys about integrate Glass2k and TurboTop alike softwares.

Scenario when this would be used?

Make a window always on top or change transparency of a window.

Supporting information

I've tested this software, it can pin UltraSearch (TurboTop can't) and change the transparency of a window.

@SeraphimaZ / @jaimecbernardo as FYI for the repo as possible inspiration. If we do reference anything, we need to make sure we give them credit. I know we have a different UX model thinking currently.
