Description of the new feature / enhancement

enable pinning window to top

Scenario when this would be used?

any scenario when I want a document to be always visible to me, but don't want to resize or minimize other windows

Supporting information

same idea as DeskPins by Elias Fotinis but implemented into PowerToys (and perhaps into Windows11 as well..)
