After I (npm6?) bungled the TS 4.9 beta, we realized that we don't have any sort of testing which verifies that the output package functions, e.g. tsc runs, the library can be imported, and so on.

We should add this to CI to double check. The startup benchmarks do the minimal thing and we could do the same.
