When bash terminal contains Hebrew (or Arabic) characters, backspace will delete the prompt #60470

VSCode Version: 1.28.0 (also 1.29.0-insider)
OS Version: Windows 10 64 bit (version 1607 OS build 14393.2248)

Steps to Reproduce:

In settings select terminal.integrated.shell.windows to be bash (c:/Program Files/git/bin/sh.exe)
Open terminal
Type some text in Hebrew (or Arabic, haven't checked other non-English languages)
Type backspace several times
Instead of only deleting the typed text the command prompt is also deleted (sometimes also get an error about unrecognised characters).

Does this issue occur when all extensions are disabled?: Yes
