人権がない環境だとダウンロードに時間がかかる。
人権がない環境では特定の環境変数を設定しない限り動作しないようにする。

これにより以下プラグインでダウンロード処理が発生する場合、それをスキップすることが可能。

環境変数名はMMKN_SKIP_XXXとしたい。
