Update/change routing library

pl-fe uses react-router-dom@5 together with react-router-dom-v5-compat and react-router-scroll-4. It would be nice to replace this with something that works well with TypeScript, so I'm considering https://github.com/molefrog/wouter and https://github.com/TanStack/router. I don't think there's too much sense in migrating to react-router@6
