[Enhancement] Browser notifications

Hi,

I think it would be awesome if there was some sort of extension or web notification (like what's used for messaging-type websites) added to the IrssiNotifier website so that notifications can show on the desktop.

For my particular use case, I use WeeChat behind tmux and I typically access remotely using Glowing-Bear. I don't always have G-B open on my desktop, so unless I catch the mirrored notification from Pushbullet I won't see messages until I open the app again.

Just something to think about.
