No PostNL locations are shown if the first location is for DHL and DHL-shipping options are disabled

What went wrong?

If a customer places an order and wants to pick it up from a PostNL location he expects that PostNL locations are shown in the 'pick a pickup location' screen.

The nearest location for this customer is a DHL-pickup location.
I disabled all DHL-options.

At that moment I expect that only the PostNL-locations are shown at the checkout.
But no locations at all are shown!

Please contact me directly for the postalcode/housenumber for which this issue occurs. I don't want to give customer information overhere :)

Reproduction steps

1. Disable all DHL options in the admin-panel
2. Enter an adress where the nearest pickup location is a DHL-location
3. Select 'Pickup-locations' in the checkout
4. Expectation: only PostNL-pickup-locations are shown
5. Actual behaviour: No pickup-locations are shown

Update: I shared the postalcode and housenumber with @RichardPerdaan

Solved in v4.12.0 by the configuration to disable DHL Pickup location.
