Include mandatory experiment message - similar to git commit messages

As exp_id is often not expressive enough to describe a particular experiment and changes made to an experiment, we suggest to include a mandatory experiment message that describes the most relevant properties of the experiment. One could for instance include labels and tags in these messages.
This would make all experiments within a collection easier searchable for instance by hyperparameter changes, architectures used and so on.
