What is the problem this feature will solve?

To recognize the recent DST changes

What is the feature you are proposing to solve the problem?

Nodejs 18.X is LTS. so we can not use 20.X to recognize the recent DST changes

What alternatives have you considered?

No response

According to #47456 (comment), it seems like #47456 will eventually be backported to the v18.x branch. Not quite sure what happened with #47680. cc @srl295

Either could be back ported

I believe this can be closed as v18.17.0, released 18th July, includes the update to 2023c.
