Add commands for managing color settings

Allow users to choose a color from their generated palette. Or, allow selection of arbitrary colors (constrained similarly to ensure decent contrast), with a choice of "auto" for the current behavior.

Add admin commands (for users with at least "Manage Roles", or a configurable role) to allow configuration of other users.
