Elevator 4.0 incorrectly issues error that spec_version is required for bundle #267

In accordance to STIX 2.1 CS03, the spec_version property is N/A on a STIX Bundle. Elevator 4.0 issues an error stating the spec_version is required

This is caused by the same issue as #268
