Deploy ocaml.org globally

Currently, access from outside Europe is sometimes incredibly slow, and I propose to deploy globally to address this. Using a platform like Fly.io that can be easily deployed on the anycast network, it should be possible to speed up access from outside Europe with a global deployment.
