They appear only for classes and appear only when the prefLabel value is empty for a specific language.

An example when it does appear is when you have strictly typed resources in French and you ask to get English values, it does not work for not strictly typed resources.

An example where it will not work is if you have not typed language resources, the prefLabel value will never be empty, as not-tagged values will always be included whatever the language selected.
