update multilingual classes prefLabel defaults

Current state

in 2017 SIFRbioportal have added the portal mainlang configuration variable. Using this variable we choose which prefLabel to make as main label, so if the mainlang=fr we will get all the prefLabel defined in the class and :

• pick the first prefLabel that match the language if found (see line https://github.com/ontoportal-lirmm/goo/blob/master/lib/goo/base/resource.rb#L291)
• if not found we pick the first label that has no language tag (see line https://github.com/ontoportal-lirmm/goo/blob/master/lib/goo/base/resource.rb#L291)
• if there is no label that match the language and that don't have a tag language we return nil (see line https://github.com/ontoportal-lirmm/goo/blob/master/lib/goo/base/resource.rb#L293)

The last one is the problematic behavior, resulting some issues like agroportal/project-management#223 (comment)
