[SnapshotV2] Improve Unit test coverage for create snapshot

The SnapshotsService.java file currently has low unit test coverage, and recent changes to the file have not been fully covered by unit tests. To ensure the reliability and stability of this component, it is proposed to increase the unit test coverage.
