[META] Enhancement of Repository Plugin

We have discussed about feature proposal of enhancement of repository plugin in #6354 and design proposal for the same in #6632. Based on this we have come up with the following tasks :

1. Define new abstractions in RepositoryPlugin and support based usage in remote_store upload flows
2. Exposing expected checksum of the content in parallel upload abstraction.
3. New implementations of upload abstractions in repository-s3 plugin.

This issue is a meta-issue for tracking the progress of implementing enhancements in repository plugin for multi-part parallel upload of a file.
