[feature request]archive yurt-device-controller and yurt-edgex-manager repo

What would you like to be added:
As we known, the features in yurt-edgex-manager repo have been migrated into yurt-manager component, and all features in yurt-device-controller have been migrated into yurt-iot-dock component. so it is need to archive these two repos for reducing the management and confusion for the community.

Why is this needed:
In order to reduce the management for community, and don't make end users feel confused.
