Is your feature request related to a problem? Please describe.
It would be nice to spend less time waiting for CI if the PR only changes docs or README, for example.

Describe the solution you'd like
We could use https://github.com/tj-actions/changed-files - a conditional action which runs only if some certain files\folders were changed.

Additional context
This would affect current CI, #17 and #29
