Migrate from Flask-RESTPlus to Flask-RESTX

Description

Flask RESTPlus and Flask RESTful have been inactive for a long time, there is a project taking up the maintenance of and improving upon RESTPlus, which should mean it's a drop-in replacement

Flask-RESTX requires python >= 3.8

Benefit

This would primarily be beneficial to have an up-to-date REST API library that gives us a few more years before we have to reconsider moving again. Currently the RESTX project does not seem to have a lot of improvements and given our capacity it is unlikely we can also contribute to it.

Medium importance for now, in the future it might become a bigger issue
