Going live with BHK and BHP parachains producing "empty blocks"

Because of asynchronous and disconnected governances for Polkadot vs Kusama, we want to allow bridge operations step-by-step in few iterations - to minimize risk and avoid getting stuck or losing messages/assets.

We will first start with "empty" runtimes and upgrade the bridges into them.
