Could not find concurrent-ruby-1.1.5 in any of the sources

I seem to keep getting this error when ever I run the wrapper script. But hello.rb continues to operate as if the gem files were present. Updating bundler to see if that was an issue. But it doesn't make sense that hello.rb in app would work fine, but the hello wrapper script would not work.

Currently operating on Linux Mint 19.1

Description of error:

Could not find concurrent-ruby-1.1.5 in any of the sources
Run `bundle install` to install missing gems.

Only getting that error when running ./hello and not hello.rb
