A user's specific circumstances result in them wanting to manually mark opt outs through tags and survey responses.

The user would like us to disable automatic opt out by keyword and allow them to manually mark those opt outs.

Describe alternatives you've considered
With more effort, the user could achieve a similar result by consistently uploading new lists via the Opt Outs page.
