  1. fix: missing -DPROTOBUF_USE_DLLS in pkg-config 

    When the protobuf libraries have been compiled as shared libraries the
users of the library need to add `-DPROTOBUF_USE_DLLS` to their build
line. Otherwise some symbols are missing.
