Related image environment variable for operator

Operator allows to override operand images with RELATED_IMAGE_COMPONENT environment variables. For disconnected clusters, it'd be great to have ability to override image of the operator itself.

This is not necessary because you can override the image at the platform level (I assume you are talking about disconnected OpenShift clusters).
